Thank you for contacting Louisville Metro Office of Resilience and Community Services to schedule an appointment for the CARES Utility Assistance Program for LG&E assistance and/or Louisville Water/MSD Assistance. This program is designed to assist individuals who have experienced a financial hardship related to the COVID-19 pandemic.

Income eligible households, at or below 150% of the federal poverty guidelines, may apply to receive payment assistance up to $1,000 per household. Funds will be distributed on a first come, first served basis until available funding is expended.

Eligible households must schedule an appointment using this automated appointment system. You can schedule for only LG&E assistance, or only for Louisville Water/MSD assistance, or for both types of assistance with this appointment system using one single appointment.

Please complete ALL steps to complete the entire booking process to receive the required confirmation number; if you do not finish the entire process your appointment may not be saved. You will need to add information from this confirmation on your Utility Assistance Application form found at the Drop Box or online.

This CARES Utility Assistance will operate from now until funding is depleted. There are a limited number of appointments available.

For LG&E assistance, applicants must have a current LG&E bill with a Past Due Balance, and for Louisville Water/MSD assistance, income eligible applicants must have a past due notice, payment plan, or disconnect notice for water and/or wastewater bill

Select COVID Assistance Programs from the menu and look for Utility Assistance. There you will also find printable copies of program forms and the option to submit the application and documents securely online. The online system is fast and easy to use so you may prefer this method.

Appointments are the scheduled time for applicants to bring all required documentation to the Drop Box at the Edison Center at 701 W. Ormsby Ave., Suite 201, Louisville, Ky 40203. Please note the Edison Center is the only drop off location for this program.

Once again, there is also an online option to submit documentation, if you prefer that method instead of the Drop Box at the Edison Center. If you prefer to submit your documents online: 1) Schedule an appointment on this page; and 2) visit the louisvilleky.gov/Neighborhood Place website, select COVID Assistance Programs, and look for instructions on how to submit the documentation for the CARES Utility Assistance Programs online.

If you choose the Drop Box method at the Edison Center to submit documentation, on the day of your appointment, drop off your application and documentation in the secure drop box at the Edison Center, between 9 a.m. and noon, or 1 – 4 p.m. You WILL NOT NEED to wait at the site but within 72 hours a staff member will contact you by phone to let you know the status of your application. If you are unable to drop off your documentation on the day of your appointment, you will have to reschedule your appointment.

Gather the required documentation - which is listed in more detail below on this page - and place in the envelope near THE DROP BOX, make sure you fill in the identifying information and then place in drop box. Copies of the required documentation is preferred.

To continue, you will need paper and pen ready to write down the confirmation number and appointment details. Also have the last four numbers of your social security number, and date of birth to schedule an appointment.

Eligibility for all programs is subject to program calendars, fund availability, appointment availability, verifiable household income and family size. Clients are served on a first-come, first-served basis

For CARES Utility Assistance program, please listen carefully to the required documentation to drop off on your scheduled appointment date utilizing a secure drop box at the Edison Center.

  • CARES Utility Assistance Application form, which includes a COVID financial hardship affidavit, which can be downloaded at here, or at louisvilleky.gov/neighborhoodplace (or found at the Edison Center Drop Box.)
  • Picture ID for ALL adult household members (18 years and older).
  • Social Security card(s) or official documentation with Social Security numbers for everyone living in the household (or Permanence Residence/Green Card)
  • Current bill with a balance owed to LG&E and/or current Louisville Water Company bill and/or MSD bill with proof of past due notice, payment plan, or disconnect notice.
  • Total Household income from the previous month. You will need to use the application form to indicate income amounts on the for the previous month for anyone over the age of 18. Examples of income are:
    • Employment income, indicate the gross amount
    • Unemployment benefits
    • Social Security or Disability income
    • KTAP
    • Child support
    • Pension or retirement income
    • Workers Compensation
    • Or other regular income
  • All individuals 18 or over in the household with no income -- and no way to document that status such as a Food Stamp Award letter -- must have a Proof of No Income Form completed prior to applying for benefits. These forms are available at Edison Center Drop Box or online at www.louisvilleky.gov/neighborhoodplace

If your household did not have any income for the previous month, you can declare that on the form. You do NOT need to attach any other documentation, however, by signing the application, you are certifying the amounts you listed are correct.

Place all of your documents in the green envelopes provided near the drop box. These envelopes are labeled LG&E Utility Assistance Program and require you to write on them your NAME, APPOINTMENT DATE, and CONTACT INFORMATION.
